I cannot find P-touch Design&Print / Design&Print 2 for iPad in the App Store.
You can find the app for the iPad by displaying apps for iPhone in the App Store.
Follow the steps below:

Tap [Search] and search for “P-touch Design&Print”.

Using the [iPad only / iPhone only] or [iPad / iPhone] display switch, switch to the app display for iPhone.

Tap [P-touch Design&Print]/[P-touch Design&Print 2], and download the app.
